Since the Season 2 patch timewarp got changed to have a more narrow hitbox for the lock-on which is completely justified as it was way to easy to hit people with it even if they did evade.
But with all of this comes one problem:
When missing a target (which now happens way more often) you automatically self-cast the timewarp spell resutling in
Unwanted mana cost
Unwanted spell usage
Change of situation → I need to decide if I want to destroy it or actually use it
Slowing down my chase → not a huge problem but still sucks
I would suggest to:
Remove the self-cast if timewarp misses the enemy target
Only allow self-cast via self-cast-button default [Alt]
Add a 1 or 2 sec CD if the wizard misses his target with timewarp
