[Wizard] [Firestaff] [Trait] Backlash

With the Season 2 Update the Backlash trait got reworked, the below has been taken from the Season 2 Patchnotes:

Backlash

1. No longer triggers on zero block damage events

2. Damage and affliction buildup scale with the amount of block damage dealt

3. Damage dealt now scales with weapon power

The only thing that still works is point (1.) the other 2 points (2.) and (3.) are not working as described in the patchnotes.
