Sentinel Strike does not stagger Shield Spear elite anymore

It used to stagger him both when blocking and when not blocking, now it doesn’t at all anymore.

As a swiftbow hunter you have no way to stagger him now without spending 5 minutes to break his block.

This wasn’t mentioned in the patch notes, so I assume it’s a bug.
