Remove Safe from the game completely
The Safe’s impact on the game is largely negative. People carry low-drop% items like legendaries, sometimes using multiple accounts. This gives an immense advantage (especially in Arena) to those players, and it rewards the players who need an advantage the least.
It was a clever idea, worth to try but it predictably does more bad than good and should be removed.

safe is another one of these “rich get richer” systems, you will see the sweatiest farm goblins advocate for it while abusing the safe on multiple accounts, while it is in fact bad for the game economy and balance.
