Coming from an initial WOW player since the game's opening in November 2004, the experience I had back then might be relevant to Legacy.
When starting off with your character, lands/maps were not contested from the start; you had to level to further advance into higher-level areas where PVP surrounded you, such as the Stranglethorn days mid-level 30s.
My suggestion to help new and current players is to lock in the gear worn in the maps, so that players cannot lose or loot another player’s items until they have reached a certain level. However, what they pick up in the map can be lost or obtained by other players.
Once the characters reach a certain level, for example, 18, they will become flagged for PVP. I chose level 18 because by then you would have most, if not all, of your traits.
This will allow the player to become more familiar with their character, as well as all the creatures and map environments.
Also, from a character whom is already surpassed the level limit, and is flagged for PvP, when they see or encounter other players who are PvP, they will know there is gear to be gained from a player who is experienced, as well as the fact that they could also lose what they have.
