If blocked they still hit their skillshot at the cost of 30 stam and should get rewarded just like how it deals block pips. You cant expect to just hold block and be immune to outplaying.

The problem is they get to force more dodges than the opponent has. They can spam heavens wrath which forces dodges and then spam evade attacks when opponents stam is low to be infinite mana to continue spamming heavens wrath. it just isnt balanced
