Mid season catchup mechanic - Legendary shards recipe

Every mid season update should unlock a legendary crystal transmute recipe drop in the world, with materials that are hard and tedious to gather but that would allow people to grind their own legendaries even if they were unlucky so far, also incentivizes people to re-launch the game with said update.
