Goldbrook campaign should not require stepstones

Pretty self-explanatory. Goldbrook is the introductory zone. The campaign that accompanies it will also be seen as an introduction to this feature. Stepstones are not particularly easy to acquire for new players (leveling your character past 10 feels extremely slow) and that will absolutely make a rather simple campaign take far longer than it should. New players also want to feel like they’re making meaningful progress… they’ll see that they’ve satisfied the requirements for several quests down the line and be disheartened to know they have to keep mindlessly grinding mobs just to turn them in.
