Frost Cyclone Delay Needs to be Shifted

Destroying Cyclone like Pyroblast with a cast time that ruins the ability just means another dead scroll. What about the idea of adding adjusting frost cyclone like so:

1 - Summon a Cyclone that travels outwards slowing enemies, after 0.5 seconds it roots enemies.

Mages already have enough cast items that can be staggered, this change would make the frost cyclone combo a lot harder to pull off, it gives wizards an instant cast scroll that is still useful but not overbearing, and it adds skill layer to it, rewards wizards who hit long range cyclones with a root and allow us to still use it to help peel. The cast time on it just makes it feel really lame to use
