[Arena] Starting Zone should not allow attacking until you are out of it

The arena’s starting areas should be “no attack zones” like when you go to the social hub safe area where you can not do anything else other than evade.

If the starting areas stay like they are currently then Longbow hunters can nuke you immediately when the game starts.
